Graffiti artist Hense did just that to a former church in Washington D.C.'s up-and-coming arts district. The artist got to work with the help of a small crew, using rollers, brushes, spray paint, inks, acrylics, mops, enamels and paint sprayers to cover every inch of the edifice in popping hues. After several weeks, the white church was transformed into a rainbow splattered objet d'art.

Republican Re-Branding: The 'Happy Party'?

ABC News' Michael Falcone reports:

CHARLOTTE, N.C. - Nearly three months after losing the 2012 presidential election, Republicans seem to have a simple prescription for what ails their party: Turn those frowns upside down.

No, seriously.

"We want to build a massive party that's exciting, that smiles, has a good message across America, and that's what you're going to see," Republican National Committee Chairman Reince Priebus told reporters at a news conference on Friday shortly after he was re-elected to another two year term.

Priebus may be following the advice of former House Speaker Newt Gingrich who told his fellow Republicans at the same gathering on Thursday to "learn to be a happy party" and to try to be "cheerful and persistent."

"Angry persistence doesn't work very well," he noted. "Depressed persistence doesn't work at all." (Recall that it was Gingrich, who at a Republican primary debate last February, used the word "cheerful" to describe himself).

There's substance behind the sentiment echoed by Priebus and Gingrich at the RNC's annual winter meeting.

It's part of the GOP's effort to re-brand itself as a more inclusive and inviting party after suffering stinging losses at the polls on Election Day last November, especially among some key segments of the electorate like Hispanics, African Americans and young voters.

"It doesn't matter where you live, who you are, what you look like, or what your last name is," Priebus said on Friday, "because we will be a party for everyone, everywhere."

Sharon Day, a GOP activist from Florida who serves as co-chair of the RNC, put the party's new approach even more bluntly: "I will talk to a head of lettuce if I can get them to vote Republican."

UN to investigate drone attacks

LONDON ? The United Nations launched an inquiry on Thursday into the use of unmanned drones in counter-terrorism operations, after criticism of the number of innocent civilians killed by the aircraft.

The inquiry, announced in London, will investigate 25 drone strikes in Pakistan, Yemen, Somalia, Afghanistan and the Palestinian territories.

Most attacks with unmanned aerial vehicles have been by the United States. Britain and Israel have also used them, and dozens more states are believed to possess the technology.


"The plain fact is that this technology is here to stay, and its use in theaters of conflict is a reality with which the world must contend," said inquiry leader Ben Emmerson, the U.N. special rapporteur on counter-terrorism and human rights.

"It is therefore imperative that appropriate legal and operational structures are urgently put in place to regulate its use in a manner that complies with the requirements of international law."

Criticism of drone strikes centers on the number of civilians killed and the fact that they are launched across sovereign states' borders so frequently - far more than conventional attacks by piloted aircraft.

Retired U.S. General Stanley McChrystal, who authored the U.S. counter-insurgency strategy in Afghanistan, warned earlier this month against overusing drones, which have provoked angry demonstrations in Pakistan.

Data collected by the Bureau of Investigative Journalism say 2,600-3,404 Pakistanis have been killed by drones, of which 473-889 were reported to be civilians.

The U.N.'s Human Rights Council asked Emmerson to start an investigation following requests by countries including Pakistan, Russia and China to look into drone attacks.

The inquiry will examine photographic and forensic material as well as witness statements. The resulting report and recommendations will be presented at the U.N. General Assembly in New York in October this year, Emmerson said.

He said that it he did not expect the inquiry to result in a "dossier of evidence" that would directly point to legal liability, but would help support the relevant states' own independent investigations.

Emmerson said Britain's Ministry of Defense had agreed to fully cooperate and he was optimistic he would receive good cooperation from the U.S. and Pakistani governments.

"We welcome this investigation in the hopes that global pressure will bring the U.S. back into line with international law requirements that strictly limit the use of lethal force," said Hina Shamsi, director of the American Civil Liberties Union's National Security Project.

"To date, there has been an abysmal lack of transparency and no accountability for the U.S. government's ever-expanding targeted killing program," she said.

Merck CEO says jury out on raising good cholesterol

DAVOS, Switzerland (Reuters) - The jury is still out on the benefits of increasing "good" HDL cholesterol, but the strategy remains worth pursuing, despite recent setbacks, the chief executive of Merck & Co said on Thursday.

Confidence in the HDL thesis suffered a fresh blow last month when a major clinical trial of Merck's Tredaptive medicine failed. That followed earlier failures with two other HDL-boosting drugs from Pfizer and Roche.

The Pfizer and Roche drugs worked differently to Tredaptive, by inhibiting a protein called CETP, and Merck is also developing a key experimental product in this area.

Merck CEO Ken Frazier, speaking in Davos on the sidelines of the World Economic Forum, said the U.S. drugmaker would continue to press ahead with clinical research on HDL raising, even though the scientific case so far remained inconclusive.

"The Tredaptive failure is another piece of evidence on the side of the scale that says HDL raising hasn't yet been proven," he said.

"I don't think by any means, though, that the question of HDL raising as a positive factor in cardiovascular health has been settled."

Tredaptive, which is now being taken off the market in those countries where it was sold, combined an extended release form of niacin, to raise HDL, with a drug to cut the incidence of facial flushing that is a side effect of niacin therapy.

Merck is developing another drug called anacetrapib, which targets CETP and raises HDL cholesterol by much more than niacin, to see if it can reduce risks of heart attacks and stroke.

If that trial succeeds, anacetrapib would address a huge market, and the medicine could be a decisive factor in Merck's commercial success in the years ahead.

But investors' confidence in the whole approach of lifting HDL is shaky.

"It's certainly not a slam dunk, but I believe that given the properties of the drug, it is an experiment well worth conducting," Frazier said of the ongoing anacetrapib trial.

Anacetrapib belongs to the same cholesterol-ester transfer protein (CETP) class as Pfizer's high-profile drug torcetrapib, which was ditched in 2006 due to adverse side effects, and Roche's dalcetrapib, which was dropped last year due to lack of efficacy.

On both those fronts, Frazier believes the Merck product has an edge, since there is no evidence that it causes the unwanted side effects seen with torcetrapib, and it is also able to lower "bad" LDL, which Roche's product did not.

Another similar drug, evacetrapib, is under development from Eli Lilly.
